Background & Mission
The Compliance Head – AMN is responsible for leading, developing, and continuously enhancing the compliance framework across all AMN business units. This role ensures that business practices are fully aligned with internal policies, local and international regulations, and the highest standards of ethics and integrity. The Compliance Head acts as a strategic advisor to senior management, fostering a culture of compliance and ethical business conduct, and proactively managing compliance risks to support sustainable business growth and protect the company’s reputation.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Strategic Leadership:
· Develop and execute the AMN compliance strategy in alignment with global and regional objectives.
· Serve as the primary compliance advisor to the AMN leadership team, ensuring “tone at the top” and embedding compliance into business strategy and operations.
· Lead cross-functional compliance initiatives, including risk assessment, Compliance program upgrade, SGD governance, digitalization, training etc.
Policy Development & Implementation:
· Oversee the design, implementation, and continuous improvement of compliance policies, procedures, and controls across all AMN locations and functions, especially HCS compliance policy and practical guidance.
· Ensure effective deployment of global compliance programs, adapting them to local business needs and regulatory requirements.
· Monitor and report on the effectiveness of compliance programs, recommending and implementing corrective actions as needed.
Compliance Risk Management:
· Lead comprehensive risk assessments, including anti-bribery/corruption, anti-trust, public tendering, and healthcare regulations.
· Design and execute due diligence and risk management processes for third-party intermediaries and business partners.
· Drive systematic risk detection and end to end management mechanism to ensure robust controls are in place to mitigate compliance risks.
Training & Communication:
· Design and deliver advanced compliance training tailored to various levels of the organization, ensuring high engagement and understanding.
· Foster a culture of ethical decision-making and continuous improvement through regular communication and leadership engagement.
Monitoring & Reporting:
· Drive company monitoring program (including compliance check or audit to key business partners and HCO) to identify warning signals and/or compliance gaps, and provide meaningful feedbacks to leadership so that appropriate corrective actions are taken accordingly
· Raise hand for any red flags or fraud signals identified during the daily work, proactively cooperate with investigation team to manage allegations, and ensure timely and effective resolution of compliance issues.
· Implement and monitor management action plans, ensuring closure of identified gaps.
· Provide regular compliance metrics and reports to senior management and compliance functions.
Stakeholder Engagement:
· Build and maintain strong relationships with internal and external stakeholders, including regulatory bodies, industry associations (e.g., RDPAC), and the broader compliance community.
· Participate in compliance forums and bring industry best practices back to the company governance.
Candidate Specification
Education & Experience
• Minimum Bachelor’s degree in Business, Law, Finance, Accounting, or related field; advanced degree (MBA, JD, or equivalent) strongly preferred.
• 12+ years of progressive experience in compliance, risk management, legal, or related functions within multinational pharmaceutical/healthcare companies.
• Demonstrated experience in leading compliance teams and managing complex compliance programs at a country or regional level.
Technical & Professional Skills
• Deep expertise in anti-bribery/corruption, anti-trust, data privacy, healthcare regulations, and industry codes (e.g., FCPA, UKBA, RDPAC).
• Proven ability to design, implement, and monitor compliance frameworks and controls.
• Strong analytical, organizational, and project management skills.
• Experience with due diligence, third-party risk management, and internal investigations.
• Excellent command of English (oral and written); proficiency in Chinese is a strong asset.
