岗位职责和要求
To ensure the successful delivery and ongoing operation of Shanghai research & innovation site utility systems, supporting both the construction and operational phases of the facility
Responsibility:
Part 1: Construction Phase (2026)
• Support site construction and installation safety management.
• Support facility decoration and fit-out activities.
• Oversee utility system installation and commissioning (HVAC, electrical, water, compressed air, steam, RO, chiller, WWTP and etc.).
• Coordinate with contractors and vendors to ensure timely and compliant utility installation.
• Facilitate government inspections and acceptance processes for utilities.
• Support the start-up and implementation of the ISO9001 quality management system for utilities.
• Collaborate with the Site Leader to ensure alignment with project timelines, safety, and quality standards.
Part 2: Operational Phase (2027+)
• Maintain safety working conditions for all site facility and utility systems.
• Oversee the maintenance and reliability of all site facility and utility systems.
• Develop and implement preventive and corrective maintenance plans.
• Manage third-party vendors for facility and utility services.
• Ensure compliance with safety, environmental, and quality standards (including ISO9001).
• Monitor utility system performance and drive continuous improvement.
• Support crisis management and emergency response related to utilities.
• Report regularly to the Site Leader on system status, risks, and improvement actions.
Key deliverables:
- Zero LTA (Lost Time Accident) during construction phase.
- Commissioned and accepted utility systems ready for operation.
- Maintenance plans and records for all utility systems.
- Compliance documentation for government and ISO9001 requirements.
- Vendor management reports and performance reviews
Requirements:
• Strong technical knowledge of facility and utility systems (mechanical, electrical, HVAC, WWTP etc.).
• Project management skills for construction and commissioning.
• Equipment maintenance management skills for maintenance plan set-up and execution
• Experience with ISO9001 or similar quality systems.
• Vendor and contractor management experience.
• Strong communication and coordination skills.
• Problem-solving and continuous improvement mindset
- Bachelor’s degree in Engineering or related field is perferred.
- 5+ years’ experience in facility/utilities management, including construction and operational phases.
- Experience in large-scale industrial or R&I (Research & Innovation) environments preferred.
- Familiarity with government acceptance processes and ISO9001 implementation.
